NJ Boiler License Requirements
New Jersey requires anyone who operates a boiler to hold a valid license issued by the NJ Department of Labor and Workforce Development. This ensures operators have the proper training and experience to manage equipment safely. Licenses are structured in levels, with each level based on the size, type, and pressure of the boiler. More advanced licenses are required for operating complex equipment or taking on supervisory roles, providing a clear pathway for career growth in the field. The table below provides a complete breakdown of New Jersey boiler licensing requirements, including each license name, type, and the minimum and maximum horsepower ranges allowed for operation.

Detailed Requirements by License Level
White Seal License or Special Seal
A White Seal License is required for boilers over 6 hp & up to 100 hp. The boilers have to have a pressure greater than 15 PSI to classify as high-pressure. Applicants must have 90 days experience in a place that has a boiler that is over 6 hp but not greater than 100 hp. Learn more about the White Seal license.
Black Seal License (Low Pressure)
A Low Pressure Black Seal License is required for low-pressure boilers. To be eligible, applicants need at least three months experience as a helper, apprentice or assistant to a licensed boiler operator. Learn more about the Low Pressure Black Seal License.
Black Seal License (High Pressure)
A High Pressure Black Seal License is required for high-pressure boilers that are over 100 horsepower and more than 15 pounds pressure steam. If it’s a hot water heating system the boilers must be over 160 psi with a water temperature over 250° Fahrenheit. Applicants must have 90 days of experience in a location with a boiler over 100 horsepower. Learn more about the High Pressure Black Seal License.
Blue Seal License
A Blue Seal License is required for boilers over 500 hp and greater than 15 pounds of steam pressure. To qualify, applicants must already hold a black seal high pressure boiler operator’s license for a period of at least six months and show experience on equipment that is over 500 boiler horsepower. Red Seal License
A Red Seal License is required for boilers over 1,000 hp and greater than 15 pounds of steam pressure. If it’s a hot water heating system, the boilers must be over 160 psi with a water temperature over 250° F. Applicants must have a Blue Seal boiler Engineer’s license for a period of at least one year and show experience on equipment that is over 1,000 boiler horsepower. Gold Seal License
A Gold Seal License required for boilers over 3,000 hp and greater than 15 pounds pressure steam. If it’s a hot water heating system the boilers must be over 160 psi with a water temperature over 250° F. To qualify, applicants must already hold a red seal boiler engineer license for a period of at least 2 years, or 1 year as a chief of a plant, and show experience on equipment that is over 3,000 hp. Want a NJ Black Seal License But Don’t Have Experience?
Out-of-State Experience and NJ Boiler Licensing
Boiler licenses from other states are not transferable to New Jersey, meaning you cannot carry over your license from a different state. You must still submit an application and pass the NJ state exam. However, your out-of-state experience is considered when determining which license you may qualify for, as long as it was gained within the last seven years. In some cases, you may even be able to skip a lower-level license. For example, if you have more than two years of experience working with boilers over 500 HP, you may qualify directly for a higher license. If your experience is with boilers under 500 HP, you would begin with the Black Seal High Pressure license. Our boiler licensing experts can review your background and guide you through the process.
If you are moving to another state, keep in mind that NJ boiler licenses are not transferable to other states. Each location has its own requirements, and not all states mandate licenses. For instance, Pennsylvania does not require a boiler license statewide, but the city of Philadelphia does. Always check the regulations in the area where you plan to work.

Although our boiler license courses are fully online, the State of New Jersey requires all licensing exams be completed in person at a state-approved testing site.
